Suggestion: Print off the handouts from the 08/24/06 Planning and Development Committee meeting, and then
follow along on the video. It will expand your awareness of where Terri Briere and Dan Clawson are coming from, and Alex Pietsch too.

Citizen Advisory Committee Handout
Video by chapter as follows, and use back arrow to return to this table of contents:
Chapter 1
(duplex not an efficient use of land)
Chapter 2
(could it be any more complicated?)
Chapter 3
(front setbacks, alleys, urban design guidelines)
Chapter 4
(affordability criteria mentioned not defined, bonus R18 for alley access and affordability, cottage style homes and accessory dwelling units to be
addressed citywide)
Chapter 5
Cottage homes expensive, builders would need incentives, duplexes conforming but not in compliance with Comp Plan
Chapter 6
Commercial area to be 20-80 units per acre with ground floor commercial only
Chapter 7
Design Review Board suggested, may also apply to residential, people are "speculating" and accumulating property
Chapter 8
Low income to be dispersed,
Terri Briere directs staff to proceed with zoning changes for Council review but then acknowledges the HCA SEPA Appeal
Chapter 9
**Important 5 minutes, Alex talks SEPA Appeal, affordability, and "gentrification"
Chapter 10
More discussion of "affordability," but no one has ever shown how this would really work, Committee of the Whole to be scheduled
Chapter 11
Terri Briere describes Citizen Advisory Committee, it's goal is to implement the "vision," Marcie Palmer clarified that Heidi Beckley
can't be on it. Briere wants to be on the committee, she wants it balanced. Neutral person to chair committee.
Chapter 12
Task force costing "us" money, quick turn around time needed, takes the ownness off the land use, not just about zoning, Clawson wanted
to look at entire Highlands, not just study area.
Chapter 13
Secondary Highlands area may be next, Clawson wants to keep with the City's goals and said zoning does not provide housing at all income
levels, Committee needs to understand Comp Plan and Land Use in the neighborhood and the "vision." Task Force "wish list" may not be possible. Shouldn't require excessive
amounts of money or staff time. $1.5 million discussed. Not sure how to proceed with how to sign up for Task Force.
Chapter 14
Discussion of who will be the chairman of the task force. Clawson and Briere concerned that King Parker pontificates too much. To be
considered as a member of task force, send a letter or application
from City website. Must reside or own property in the Highlands subarea. Clawson considers most of the people to be transient.
Chapter 15
Will discuss details at next Thursday's meeting (next week's meeting did not happen). Alex to draft up a schedule for task force meetings.
Terri Briere feels strongly that the task force needs to learn about the affordable housing component. Clawson wants business area redeveloped.
He wants a real estate person on the task force. If people can fill dual roles, that would be good.

Note: Video is being hosted on Google for free so there are some space constraints that I'm trying work around by using the 5-minute chapters; I hope to improve this process later.
